The presentation was <br /> followed by Council discussion regarding the potential to annex areas the Berk study identified as Scenario 3 <br /> and Scenario 4. Council appeared to be more interested in further considering the smaller Scenario 3, <br /> originally estimated by the consultants to have 10,220 residents. Following the October 15 meeting, staff has <br /> determined that the area within Scenario 3 does not have the minimum population of 10,000 required to <br /> qualify for the State sales tax credit. A larger, revised area is proposed for consideration which has <br /> approximately 12,500 residents. <br /> The attached resolution directs staff to explore further the potential to annex the revised, as identified in the <br /> map attached to the resolution. The resolution does not commit the City to placing the annexation on the <br /> ballot for voters to decide. It directs staff to conduct public outreach to determine if the annexation should <br /> be put on the ballot. If it appears there is support for the annexation, City Council may then decide in a <br /> future public discussion if it should be placed on an upcoming election ballot for voters in the annexation <br /> area to decide. <br /> RECOMMENDATION (Exact action requested of Council): Adopt Resolution to explore the annexation <br /> of an area that includes the Eastmont neighborhood and other contiguous unincorporated portions of <br /> Everett's Urban Growth Area. <br />
