9 <br /> WHEREAS, staff has identified a larger area, as identified in the attached Exhibit A, that <br /> has sufficient population to qualify for the sales tax credit, and which establishes a <br /> boundary that meets the objectives of the Boundary Review Board for logical annexation <br /> boundaries. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council as follows: <br /> 1. A work program and schedule to pursue annexation of the area identified as the <br /> attached Exhibit A shall be developed and presented to the City Council ; <br /> 2. The work plan shall include appropriate public outreach to provide information to <br /> residents of the area about City services,regulations, taxes and fees; <br /> 3. The work plan shall address the possible engagement of a professional public <br /> opinion research company to determine whether it is likely residents of the area <br /> will support an annexation election ballot measure; <br /> 4. Initial discussions with Snohomish County, Fire District 1 and the Silver Lake <br /> Water and Sewer District concerning Interlocal Agreements for annexation of the <br /> area are to be commenced; and <br /> 5. Report back to City Council in regards to items 1-4 above within a reasonable <br /> time frame to allow the City Council to determine whether it wishes to formally <br /> commence annexation of the area identified in Exhibit A consistent with the time <br /> frame established in SSB 6686. <br /> Councilperson Introducing Resolution <br /> PASSED and APPROVED this 19th day of November, 2008. <br /> Council President <br />
