This allocation is based on records showing that approximately 41% of animals housed at the shelter over the past 10 years have been from unincorporated Snohomish County. The agreement does not give the County an ownership interest in the new shelter but does obligate the City to accept animals from the County for the 25-year duration of the agreement. The City has accepted animals from the County since at least 1984, with the County reimbursing the City for the cost of shelter services on a per animal basis. The County will still reimburse the City pursuant to a separate agreement for the cost, other than capital costs, of providing shelter services to County animals.
