t'3 <br /> 2. Purposes. <br /> The purposes of this Agreement are: <br /> (a) to reduce the duplication of effort that would attend the building of two separate <br /> animal shelters in Snohomish County; <br /> (b) to achieve the economies of scale resulting from Everett's and Snohomish County's <br /> sharing in the cost of a single animal shelter; <br /> (c) to allow Snohomish County to make long-term provision for the housing of <br /> Animals attributable to unincorporated Snohomish County; <br /> (d) to provide Everett with a fair and equitable contribution from Snohomish County <br /> toward the Capital Costs of the Animal Shelter;and <br /> (e) to fix and to establish the methods by which Snohomish County will pay its <br /> allocable share of the Capital Costs of the Project. <br /> 3. Effective Date;Term of Agreement. <br /> This Agreement is dated , 2008, and shall be effective on the date on <br /> which it has been filed pursuant to Section 28 (Filing of Agreement). Unless <br /> terminated pursuant to Section 13 (Termination), the term of this Agreement shall be <br /> twenty-five (25) years and shall expire in 2033 upon the anniversary of its effective <br /> date. <br /> 4. Administration. <br /> Each party to this Agreement shall serve as an administrator of this Agreement for the <br /> purposes of compliance with RCW 39.34.030. No joint board is being created for purposes <br /> of this Agreement. <br /> 5. The Animal Shelter. <br /> (a) The Animal Shelter shall consist of two buildings, Building#1 and Building#2, <br /> and associated improvements at a site located at 333 Smith Island Road between the <br /> Snohomish River and Interstate Highway I-5 in Everett,Washington,within Langus <br /> Riverfront Park. <br /> (b) Building #1 will be a single story building covering an area of about 15,000 <br /> square feet.
