a <br />; PLANNING AND <br />rr COMMUNITY DEVELOPMENT <br />MEMORANDUM <br />TO: Benyam Stephanos, Engineering/Public Services Department <br />FROM: Teresa Fimstahl, Planning Department, 425.257.7281 <br />DATE: November 15, 2011 <br />SUBJECT: Public Works permit for Jonathan Wahl <br />PROPOSAL: Restoring the disturbed buffer area, grading, fencing and parking. <br />LOCATION: 11014 7"' Ave SE <br />A review of this project by the Planning Department indicates that the following <br />conditions should apply: <br />1.) The disturbed portion of the buffer shall be restored as indicated on the restoration <br />plan. Three cedar trees, at a minimum height of 6 feet, are required to be planted <br />in the buffer along with native shrubs. Any exposed dirt must also be reseeded. <br />Invasive plants may also be removed as indicated on the plan. Native vegetation <br />must remain and heavy equipment is not allowed to be used when removing <br />invasive plants in the buffer area. <br />2.) One Environmentally Sensitive Area sign must be posted on the property at the <br />buffer edge. Signs are available for purchase for $5 at the City of Everett Permit <br />Counter. <br />3.) A Critical Area Covenant is required to be recorded on title with the Snohomish <br />County Auditor's Office. Return a copy of the covenant to the Permit Counter. <br />4.) No vehicle parking and/or gravel are allowed in the front 20 foot setback except if <br />on the driveway. The driveway width cannot exceed 20 feet in the front 20 foot <br />setback area. <br />5.) The wood fence in the front setback area shall be reduced in height so that the <br />fence is no higher than 42" above grade. <br />6.) Any home based business must adhere to the Home Occupation Permit <br />regulations as outlined in the attached document. A business license may be <br />required from the City Clerk's office. <br />
