JUN 2 5 1999 PLANNING, DIRECTOR DECISION <br />REV 11#99-019 <br />CITY OF 6kfT June 23, 1999 <br />Enyinsering/Public Services <br />The City of Everett Planning Director grants approval of a request by St. Mary <br />Magdalen at 8515 7" Avenue SE to expand the existing parking lot up to 20 spaces <br />with the following conditions: <br />1. Detailed drawings in accordance with City Design and Construction Standards shall <br />be submitted to the Public Works Department, showing site parking layout, <br />landscaping, utilities, storm drainage, temporary construction erosion control, and <br />all required improvements in the public right-of-way. Public Works Department <br />approval of these drawings is required prior to any permits being issued. All <br />improvements shall be completed and approved warranted before the Occupancy <br />Permit is issued/final approval is granted. <br />2. Parking must be per City Zoning Code and City Design and Construction <br />Standards. <br />3. Any grading/fill on this site shall be done so as to not impact the surrounding <br />properties. <br />4. Lack of comment on the plans submitted with the application does not constitute <br />approval of these plans. <br />5. City streets and alleys are to be kept clear of dirt and debris at all times during <br />construction. Dust suppression and street cleaning must occur as directed by the <br />Public Works Inspector. <br />6. If the project will create or redevelop 5,000 square feet or more of paved surface, <br />runoff treatment and detention will be required in accordance with City standards. <br />7. Prior to issuance of a Public Works permit, a landscape plan that comp'ies with the <br />City of Everett Zoning Code must be submitted and approved. <br />The Planning Director approved the request based on the following: <br />The City of Everett Zoning Code requires churches to be reviewed as a special <br />property use within the R-1. Single Family Detached Low Density, zone. The parking <br />lot will be reviewed under Review Process II since the amount of area the church is <br />expanding is less than 257c. Review Process 11 involves a written decision by the <br />Planning Director which may approve, disapprove, or approve with conditions the use <br />proposed by the applicant. (Ordinance #2136-96). <br />
