Description of Proposal: The proposed action is the issuance of grading and building permits to allow the construction -of a 49000 square foot warehouse and a future 6,000 square foot warehouse. the following factors were considered prior to making a preliminary decision on this proposal: 1. The site is zoned C-1 General Commercial Zone, which would allow the proposed use. The site is currently vacant and gravelled. 2. Access would be via 7th Avenue. The access to the easterly rtion of the parcel is currently reduced and partially obstructed by campers and RV's from the contiguous R. V. repair business which are parked diagonally along both sides of the 60 foot access strip. 3. Standard street improvements do not currently exist on 7th Avenue. 4. Drainage must be designed in conformance with the City's Drainage Ordinance. Visible signs of dumping materials in front of the existing industrial paint coatings use run into the drainage swale -to the east. 5.
