A
EXECUTIVE
DIRECTOR
Allan L. White
Housing Authority
June 28, 1999
of the City of Everett
0 V_, Zu_(,-49 /q_
Mr. Brian Waugh
Construction Inspector
City of Everett Planning
3200 Cedar Street
Everett, WA 98201
Dear Mr. Waugh:
COMMISSIONERS
David Dorsey
George Perez, Jr.
Lyle Ryan
Michael Sells
Barbara Yates
My Construction Superintendent, Bill Langus, has informed me of the issue we have
which relates to code required upgrades to the kitchen sink drains in only a few of EHA's
Grandview units. Further, Bill said that there may be a way to attain a waiver of this
requirement if we write a letter accepting all responsibility for the issue and asking for
relief on a financial basis.
There is no doubt that to upgrade the drains which are routed through the concrete floors
would increase the cost of renovating these units. It will also increase the time necessary
to complete the units, thus, extending the period of time the units would not be available
for low-income family occupancy.
EHA's entire plan to renovate and improve the Grandview units evolved from a process
that weighed necessary improvements, costs and time units would be unavailable to
house families. It is my hope that this issue can be resolved without additional time loss
or expense, to the satisfaction of the City of Everett.
The Housing Authority would take full responsibility for the exception to the
requirement. As you may know, EHA has its own Maintenance Department and staff.
Further, EHA responds immediately to repair calls which involve loss of basic unit
function. EHA even has night coverage via our answering service.
I do have one point of confusion however, (which may be due to my limited knowledge
of plumbing) relating to the proposed resolution. Bill left me a sketch which shows the
existing pipes to be 1 %2" diameter galvanized pipe which extends up from within the slab
up to the sink drain and beyond via a "tee" as a line vent. The proposed resolution
shows us cutting the 1 %2" galvanized pipe off above the concrete, allowing sufficient
length to make the modification. Then EHA would install a transition boot that would be
1 '/2" on the bottom to a 2" on the top. We would then run 2" pipe up to the bottom of the
"Tee". The horizontal line over to the middle of the sink would be 1 `t/2" and the vertical
end would again convert to 1 %2" for the air vent and be connected via a 1 '/2 " boot.
3107 COLBY • P.O.
