WHEREAS, the federal government, Department of Defense, State of Washington, Port of <br /> Everett, and City of Everett have jointly spent funds exceeding $27 million to improve 4 of the <br /> 5-1/2 miles of East and West Marine View Drive (SR 529) corridor that serves the freight <br /> centers, major employers and Navy base along the waterfront; and <br /> WHEREAS, the Port of Everett's project involves an overcrossing at California Street, where <br /> 70 acres of waterfront land is land-locked and choked off by train crossings and better access <br /> is needed in order to attract new industrial facilities and improve freight movement in and out <br /> of the waterfront area and ensure emergency access; and <br /> WHEREAS, Port Commissioners and City Councilmembers believe all three projects are vital <br /> for future movement of goods and must be included in federal and state funding lists if <br /> Everett's transportation and freight-mobility needs are to be truly and adequately represented. <br /> NOW THEREFORE, the City Council of the City of Everett and the Port Commission of the <br /> Port of Everett do hereby declare: <br /> 1) That the City and Port will work hand-in-hand to ensure the best possible representation <br /> and inclusion of Everett projects in the federal and state funding proposals for freight <br /> mobility and will be active participants in freight mobility discussions to ensure Everett's <br /> interests are clearly enunciated and accommodated; <br /> 2) That in addition to the California Street overcrossing, the Marine View Drive and 38`h <br /> Street overcrossing projects must be included in the FAST Corridor funding proposal, the <br /> California Street project as one sponsored by the Port, the 38th Street project as one <br /> sponsored by the City, and the Marine View Drive project as one jointly sponsored by the <br /> City and the Port; <br /> 3) That all three projects should be included in state freight-mobility access funding proposals <br /> as well, and that the City and Port will request such inclusion as part of the state's FMAC <br /> process. <br /> Signed on t.' 30th day of April, 1997. <br /> rank Anderson, Council President Dal- '::: Councilme per <br /> :ob Overstrtrreee ; Councilmember Doug Ca pbell, Coun ilmember <br /> C / e <br /> Ron Gipson, Councilmember Thelma Jean sen, Councilmember <br /> te/tile$4 <br /> Bob Wilson, Councilmember <br /> 2 <br />
