• <br /> RESOLUTION NO. 4 4 0 6 <br /> A Resolution Denying Applications to Amend the Land Use Map of the Everett <br /> Comprehensive Plan and Rezone the 40 acre Parcel known as the "Marc Bhend <br /> Property" Located in Southwest Everett, from "Office and Industrial Park" to <br /> "Single Family Detached, 3 to 5 Dwellings per Gross Acre," and "Multiple <br /> Family, 15 to 20 Dwellings per Gross Acre." <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally allows <br /> for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, an environmental analysis of the proposed Comprehensive Plan amendments has <br /> been conducted by the City; and <br /> WHEREAS, the Planning Commission held a Public Workshop on December 5, 1995, to <br /> consider the proposed plan amendment and rezone and to take public testimony; and <br /> WHEREAS, the Planning Commission held a Public Hearing on December 3, 1996, to consider <br /> the applications and make a recommendation to the City Council; and <br /> WHEREAS, the City Council held a Public Hearing on February 12, 1997 to consider the <br /> recommendation of the Planning Commission for the subject applications; and <br /> WHEREAS, the City Council finds as follows: <br /> 1. Marc Bhend, on September 29, 1995, applied for an Amendment to the Land Use Map of the <br /> Comprehensive Plan for a 39.48 acre parcel of land located on the west side of 36th Avenue <br /> West, north of Seaway Boulevard in southwest Everett, seeking to change the designation from <br /> "Office and Industrial Park" to "Multiple Family, 15 to 20 Dwellings per Gross Acre" for 30 <br /> acres and to "Single Family, 5 to 10 Dwellings per Gross Acre" for 10 acres. On September 29, <br /> 1995, Mr. Bhend also applied for a concurrent rezone of the property from M-M (Business Park) <br /> with concomitant agreement to R-3(L) (Multiple Family Low Density) for 30 acres and to R-1 <br /> or R-2 (Single Family Detached) for 10 acres. <br /> 2. Surrounding land uses are: <br /> a) North- Single family neighborhood located on Debrelon Lane in the City of Mukilteo. <br /> Mukilteo's comprehensive plan and zoning map designate this area for single family <br /> housing. <br /> b) South - The Boeing Company employee recreation facilities are located immediately <br /> south of the subject property, on land designated and zoned"Office and Industrial Park." <br /> c) East- The Intermec Company offices and assembly plant are located adjacent on the <br /> southeast side of the subject property, on land designated "Office and Industrial Park" <br /> and zoned M-M (Business Park) with a concomitant agreement.
