RESOLUTION NO. 4 4 0 5 <br /> A Resolution Denying a Proposal to Amend the Land Use Map of the <br /> Comprehensive Plan for Properties Located in the 4000 Block of High Street, <br /> from "Multiple Family, 30 to 50 Dwellings Per Gross Acre"to <br /> "Single Family Detached, 5 to 10 Dwellings per Gross Acre," <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS,the Growth Management Act, codified as RCW Chapter 36.70A, generally allows <br /> for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the Planning Commission, at the request of property owners, added a proposal to <br /> the docket for the 1996 Comprehensive Plan update, for the amendment of the land use <br /> designation on the east side of the 4000 block of High Street from"multiple family"to "single <br /> family;" and <br /> WHEREAS, the Planning Commission held a Public Hearing on December 10, 1996, to consider <br /> the proposal and did make a recommendation to the City Council to approve the proposed <br /> amendment; and <br /> WHEREAS, the City Council held a Public Hearing on February 19, 1997 to consider the <br /> recommendation of the Planning Commission for the subject properties; and <br /> WHEREAS,the City Council finds as follows: <br /> 1. The proposed reduction in the residential density is not consistent with land use policies <br /> calling for high density zoning along arterial corridors served by transit; and <br /> 2. There are no changed circumstances since the adoption of the comprehensive plan since it was <br /> adopted in 1994 sufficient to justify the reduction of land use densities for the area; and <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT THAT: <br /> The recommendation of the Planning Commission to amend the land use designation of the Land <br /> Use Map of the Everett Comprehensive Plan for the east side of the 4000 block of High Street, as <br /> depicted on the attached"Exhibit A, Map#1,"from 1.7"Multiple Family, 30 to 50 Dwellings <br /> per Gross Acre"to 1.2 "Single Family Detached, 5 to 10 Dwellings per Gross Acre" and is <br /> hereby denied. <br /> 1 <br />
