The contract committed the County <br /> to send 95% of its waste for a seven year period to eastern Washington. In <br /> determining the total disposal of solid waste, Everett was included in the <br /> waste capacity. <br /> (d) Curbside recycling program (1990). The County passed a recycling <br /> ordinance requiring residential waste haulers to provide curbside collection <br /> services for recyclables. <br /> (e) Development of the County's household hazardous waste program. This <br /> included the startup of collection events to provide residents with safe and <br /> economic disposal methods for household hazardous wastes. <br /> (f) A decision by the County to handle construction and demolition debris <br /> through private companies and through its existing transfer station rather <br /> than at a dedicated land fill (1990-1996). The County had planned to <br /> develop a separate handling facility and land fill for construction and <br /> demolition debris. The project, however, was dropped after public <br /> opposition. <br /> (g) Construction of the County regional land fill (1990-1991). In 1990 <br /> Snohomish County issued contracts for construction of a new land fill to <br /> serve as a back up to the waste export system. <br /> (h) The County sale of $27 million in revenue bonds to pay for land fill <br /> construction, based in part on Everett's commitment of its waste stream to the <br /> County system (1991). The sale of bonds was for twenty years and the <br /> repayment was to be achieved through the rates collected for the system. <br /> These repayments included Everett's contribution. <br /> (i) Implementation of the waste export process (1992). <br /> (j) Closure of Cathcart Land fill (1992). The Cathcart land fill was closed in <br /> 1992 and there was no opening of a new land fill. As a result the County was <br /> left without a disposal option for hard to handle bulky wastes. After closure <br /> of the landfill the waste stream was transferred through the three transfer <br /> stations. Closure activity included water monitoring and gas collection <br /> systems. <br /> (k) Siting in Everett of an intermodal facility for transfer of containers and solid <br /> wastes (1993). <br /> (I) Establishment of a general recycling and transfer siting process (1993-1994). <br />
