Whereas, implementing the local service concepts of the Operational Analysis in <br /> conjunction with service reductions will minimize the inconvenience and hardship of <br /> Everett residents who use Everett Transit; and <br /> Whereas, even with service reductions, implementation of the proposed service <br /> modifications based on the Operational Analysis is consistent with the 1994 Growth <br /> Management Act City Comprehensive Plan and fall within the scope of activities <br /> previously reviewed under the State Environmental Policy Act in the 1994 Everett <br /> Transit Comprehensive Plan; and <br /> Whereas,the proposed changes have been presented for public comment at a variety of <br /> forums as part of Everett Transit's public involvement program; and <br /> Whereas,these forums have included the Everett City Council, Everett Transit Coach <br /> Operators, six general public meetings, For Everett and the Council of Neighborhoods; <br /> and <br /> Whereas, a variety of venues were utilized to publicize and maximize the amount of <br /> public comment sought on the proposed changes; and <br /> Whereas,the result of the public involvement program included the receipt of over 300 <br /> written and verbal comments and the attendance of 194 people at the six public meetings; <br /> and <br /> Whereas, Everett Transit's coach operators were solicited for written comments on the <br /> proposed service changes and afforded an opportunity to provide comments at its <br /> informational employee meeting; and <br /> Whereas,the comments received have resulted in several cost effective modifications to <br /> the draft proposed changes presented to City Council on June 5, 1996; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> 1) That the financial impact of the E2SSB 5201 and the expected impact of SSB 6656 <br /> and HB 2484 have resulted in an unfortunate requirement to reduce public transit service <br /> to Everett citizens. <br /> 2) That without immediate strategic service modifications, the long term financial impact <br /> to Everett Transit could result in more severe service reductions in the future. <br /> 3) That the implementation of the local service routing concept contained within the <br /> Operational Analysis will help to mitigate the proposed service reductions. <br />
