• <br /> s� a <br /> RESOLUTION NO. ,4742 <br /> 9 , :*fr <br /> A Resolution Requesting the Snohomish County Council <br /> to amend the Urban Growth Boundary East and South of Everett <br /> within Everett's Defined Planning Boundary. <br /> WHEREAS, the City of Everett has a desire to cooperatively work with <br /> Snohomish County to provide quality services to those citizens within the Urban <br /> Growth Area; and <br /> WHEREAS, a group of citizens have requested the City of Everett place the <br /> Eastmont annexation on the ballot to annex the area into the City of Everett; and <br /> WHEREAS, after public meetings and hearings, the City of Everett decided to <br /> proceed to place the Eastmont annexation on the ballot; and <br /> WHEREAS, Snohomish County invoked jurisdiction, sending the Eastmont <br /> annexation to the Snohomish County Boundary Review Board for their review; <br /> and <br /> WHEREAS, City and County representatives have held discussions to address <br /> the concerns raised by the County; and <br /> WHEREAS, one of the reasons jurisdiction was invoked by Snohomish County <br /> was the eastern boundary of the annexation and its relationship to Snohomish <br /> County's established Urban Growth Boundary; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE EVERETT CITY COUNCIL <br /> THAT: <br /> 1. The City of Everett has determined that urban services cannot be provided to <br /> the area along the Lowell-Larimer Road south of the existing City boundaries <br /> because: <br /> a. The area is rural in nature, with agricultural and rural conservation <br /> zoning and will not become urban, and is physically separated from the <br /> area up the hill. <br /> b. Ownership is split by the Lowell-Larimer Road with some property on the <br /> east side and west side owned by the same property owner/farmer. <br />
