Due to vague language in the section governing residentlal development, an administrative �uideline was developed 4h-augh cooperation of City staff and representatives o: the loca! building trades, local developers, a local consulting firm, and Fall< Helm of the Seattle :17aster Duilders Association at the request of t:layor �loore. In applying the administrative guidelinc to your project, the rights-of-way on both 13th Street and Pine Street are inadequate and must be improved to meet City Standards frontinp, your project. I have enclosed copies of the ordinance and administrative gui�elines for your reviea�. As required by the ordinance, you aIll have to submit plans cornplying u,�Ith Section 5: Construction - prior to receiving any approvals from the City. The information to be provided on the plans shall include: 1. Street Improvemerts - as defined in Section !-1= to 13th and Pine and an extruded curb along the edge of pave.ment opposife cer,terline from your site together with inlets and catcii basins as necessa�y to collect and transfer storm water runofi from the street improvements. Provide reflectorizec guardrails at the terminus of the improvements to 13ih Street and Pine Street. 2. Drainage Improvements - there is an existing drainage swale that Is collected in a plpe on your site. The drainage shall be rerouted to bypass your proposed buflding site in a inanner acce�table to the City. 3. T�mporary Erosion Controi - the plans shal! indicate those steps necessary to prevenc silt laden runoif from the construction activity from entering the exlsting dzainage course.
