-011P <br /> EVERETT <br /> RESOLUTION NO. 4283 <br /> A RESOLUTION supporting the Regional Transit Authority's revised Phase One <br /> Final Plan. <br /> Whereas, the Everett City Council supports the vision of developing a balanced, <br /> comprehensive and equitable regional transit plan which provides citizens with travel <br /> alternatives in the face of growing traffic congestion in the Puget Sound region; and <br /> Whereas, the Everett City Council worked to help develop a more cost effective and <br /> equitable plan that would fairly address transportation needs in the City of Everett; and <br /> Whereas, the Everett City Council identified a set of regional investments for the City <br /> (Resolution 4240) which were recommended for inclusion in the Regional Transit <br /> Authority's revised phase one draft plan; and <br /> Whereas, on March 29, 1996, the Regional Transit Authority Board adopted a revised <br /> phase one draft plan which attempted to responed to some of the priorities established by <br /> the Everett City Council in Resolution 4240; and <br /> Whereas, the Everett City Council then adopted Resolutions 4270 through 4274 <br /> identifying a series of investment and financial principles, service and cost effectiveness <br /> safeguards and recommended amendments to the revised phase one draft plan related to <br /> commuter rail, freeway HOV lanes, and regional bus service; and <br /> Whereas, a number of these principles, safeguards and amendments were incorporated <br /> into the phase one final plan adopted by the Regional Transit Authority Board on May <br /> 31, 1996; and <br /> Whereas, the revised phase one final plan includes investments for the City of Everett to <br /> support implementation of a High Capacity Transit program which, while not perfect, is <br /> more balanced, comprehensive and equitable for the City of Everett than the previous <br /> plan submitted to the region's voters in March 1995; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> 1) That the Everett City Council supports the Regional Transit Authority's Final Phase <br /> One Plan as adopted by the Regional Transit Authority Board on May 31, 1996. <br /> 80-6( °- I <br /> 1._.../t <br /> Councilperson Introducing the Resolution <br />
