WHEREAS, on October 27, 1994, the PSRC Board voted to adopt Resolution A-93-03, <br /> calling for development and construction of a third runway at Sea-Tac while at the same time <br /> establishing a process to mitigate the expansion by assisting the communities most heavily <br /> impacted by the expansion; and <br /> WHEREAS, the aformentioned mitigation efforts are well underway -- including acquisition <br /> of 1,300 of the most noise-impacted homes and relocation of residents in those homes; sound <br /> insulation for an additional 3,100 homes; and total noise reduction/sound insulation program <br /> on the order of$300 million; and <br /> WHEREAS, an independent and outside three-person expert panel concluded in a report <br /> issued March 27, 1996, that while the Port of Seattle has made significant strides in reducing <br /> and mitigating noise impacts from Sea-Tac, it had not fully met the threshold for noise <br /> reduction to satisfy the Puget Sound Regional Council's conditional approval of a third-runway <br /> as spelled out in Resolution A-93-03. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> 1) The City Council of the City of Everett lends its support to the proposed amendment of <br /> Resolution A-93-03 to come before the PSRC Board Thursday, an amendment which will <br /> provide for additional noise reduction measures. <br /> 2) The City Council of the City of Everett urges the region to continue to move forward with <br /> development of a third runway at Sea-Tac International Aiport while these added noise <br /> reduction measures are undertaken. <br /> 3) The City Council of the City of Everett maintains its strong belief, along with the <br /> overwhelming majority of elected officials and citizens in the Puget Sound region, that a third <br /> runway at Sea-Tac International Airport is the only viable, cost-effective, and prudent <br /> response at this time to addressing our growing region's long-term air capacity needs. <br /> Councilperson Introducing Resolution <br /> ti <br /> PASSED AND APPROVED this a'r� day oft./}4.4.:e.„,- <br /> fJ , 1996. <br /> Council President <br />
