HDR Engineerin„ Inc. completed a study of the odor problems in the collection • system and at the Water Pollution Control Facility. .4 construction contract has been issued and is in proeress to construct these facilities at the WpCF. The recoaunendations made in the HDR study to reduce odor released from the collection system now needs to be implemented. HDR is prepared to desi�n and provide construction support for two carbon filters. One system wiil be constructed at the north end of Shadowood Drive and the second system will be constructed on Lowell Road near Gale Place. Roll was called with al] councilmembers voting yes. BESOi r1T10N - RiRTN['FR paRn,t nrn.r�xe-rrn�r Moved by Councilmember Hansen seconded by Councilmember Pope to adopt Resolution No. 4439 accepting the 10% petition for the Biringer Farm area annesation as follows: WHEREAS, the Port of Everett, Boazd of Commissioners has requested that the Biringer Fatm area owned by the Port of Everett be annexed into the City of Everett, and WE-IEREAS, the City of Everett has a desire to work with the Port of Everett in a cooperative and supportive manner, and . WHEREAS, the area proposed for annexation is within the Urban Growth Boundary area established by Snohomish County 270
