RESOLUTION NO. 6872 <br />A Resolution Establishing a Schedule for City Council Revii <br />Adoption of the 2015 Ten -Year Update of the Comprehensive Plan <br />WHEREAS, the City Council finds the following: <br />1. RCW 36.70A.130(5)(a) requires cities and counties within Snohomish County take action <br />to review and, if needed, revise their comprehensive plans and development regulations <br />to ensure the plan and regulations comply with the requirements of the Growth <br />Management Act, by June 30, 2015. <br />2. The City of Everett has initiated the update of its comprehensive plan and development <br />regulations and has made substantial progress toward completing all actions required to <br />ensure that the plan and regulations comply with the Growth Management Act. <br />3. The City has conducted an audit of the current comprehensive plan and development <br />regulations to identify amendments required to comply with changes in State law. <br />4. The City has conducted an audit of the Multi -County Planning Policies and the <br />Countywide Planning Policies to identify changes required to make Everett's <br />comprehensive plan and development regulations consistent. <br />5. The City has conducted a thorough public outreach and public participation program to <br />solicit public input into the proposed list of amendments to the comprehensive plan and <br />development regulations. <br />6. City staff and its consultant have produced drafts of all of the elements of the <br />comprehensive plan and a Draft Environmental Impact Statement (DEIS) which will <br />soon be published for public comment. <br />7. Upon completion of the DEIS public comment period, the City will issue a Final <br />Environmental Impact Statement (FEIS) and complete the public review process with the <br />Planning Commission. <br />8. The City will not complete all of the procedural steps necessary to adopt the update of the <br />Comprehensive Plan and related development regulations by June 30, 2015. <br />9. It is anticipated that this process will result in the City Council taking action on the <br />update of the Comprehensive Plan and development regulations in October, 2015. <br />WHEREAS, the City Council concludes the following: <br />1. The City has completed a great majority of the substantive steps necessary to complete <br />the 2015 update of its comprehensive plan and development regulations. <br />2. It is anticipated that the Planning Commission will complete its work on the plan update <br />in September, 2015. <br />
