That there have been exceptional or extraordinary circumstance, or <br /> conditions applying to the subject property or as to the intended use <br /> thereof that do not apply generally to other propert-ies in the same <br /> vicinity or zone. <br /> Finding: Senior Services of Snohomish County is a private, <br /> non-profit corporation that has applied for and received a fund , <br /> reserval'ion from Department of Housing and Urban Development (Section I <br /> 202). The HUD funded projec[ also includes Section 8 Rents Subsidy, i <br /> which will assure L'hat no elig:ble Individual ever pays more than 30Y � <br /> of income. <br /> The intended use is to provide for housing for lotv to moderale income <br /> elderly and handicapped person. The project will be limited to this <br /> use for a 40 year life span in accordance with HUD regiilations. <br /> The property's topography slopes to the east. <br /> Conclusion: The intended use of the property is exceptional and does <br /> have different conditions that need to be applied. <br /> 2. That such variance is necessary for tlie preservation and en�oyment of <br /> a substantlal pr�perty right of the appellant possessed by the owners <br /> oP other properties in the sa�e vicinity or zone. <br /> Find3ng: The Broadway Plaza, City of �verett, has a parking ratio of <br /> 1 parking space to every 5 units. <br /> Conclusion: The proposed project is 1 parking space per 2 anits. <br /> This project does enjoy the same rights as other public elderly <br /> housi.ng projects. <br />
