'fhe H .U . D . <br /> funded project also includes a Section 8 rent subsidy which � <br /> will assure that no eligible individual ever pays more than �� <br /> 30� of his or her gross income in rent . Nowever , in order I <br /> to bring ttiis important community asset to the City of <br /> Everett , Seni�ir Services must comply with the 202 Prograa ,�� <br /> regulations . <br /> As part of the H. U. D . Section 202 "cost containment" program � <br /> requirements , Senior Services MUST petition the City of <br /> Everett for reduced parking as a contingency of project � <br /> funding. H. U . D . Section 202 guidelines call for a one to I <br /> four parking ratio ( 1 parking stall for every 4 units ) . � <br /> �Iowever , Senior Services has already met with H . U. D . Region X I <br /> officials and negotiated this restrictive guideline upwards <br /> to a one to two ratio as currently requested . <br /> 2 . "TfIAT SUC{I VARIANCE IS NECGSSARY POR TIIG PRESERVATION AND <br /> GNJOYMENT OP A SUBSTANTIAL PROPERTY RIGHT OR THE APPELLANT <br /> VOSSESSED BY T}IE OWNGRS OF OTIIER PROPERTIES IN TIIE SAME <br /> VICINITY OR ZONE" <br /> Similar existing elderl5 facilities located in the City of <br /> Everett have fewer parking stalls per unit than the number <br /> requested in this varianr.e application .
