NARRATIVE STATEMENT REGARDING BUILDING HEIGI-f F Ev
ranI E
After further review of the City of Everett Zone 'R-ei j
resrictions , Senior Services oP Snohomish County is also ' i
requesting approvai of a var9ance to allow L•he proposed building ,
to exceed height ordinance limitations by 5 . 416 ' . While the
overall building heiglit is 35 . 192 ' to the top of the ridye, it
is about AO ' 5" above average existiny site elevation= .
1 . " EXCEPTIONA OR EXTRAORDINlRY CIRCUMSTlNCES OR CONDITIONS
APPLYING TO THE SUBJECT PROPERTY OR AS TO THE INTENDED USE
THEREOF , 1HAT DO NOT APPLY GENERALLY TO OTHER PROPERTIES IN
TFIE SAME VICINITY . "
Statement : It would be extremely difficult and perhaps
9mpossible to meet H .U . D. cost containrnent criteria
while also meeting the City ' s height ordinance
requirements .
Due to the intended use of the site for a Section 202 ,
Department of Housing and Urban Development Elderly Housing _
Project , Senior Services must comply with the "cost containment" '
requirements . Part of these requirements demand a cost effective
design which dictates a three story frame structure . This
structure reaches a maximum heiyht of 35 . 192 ' , just . 192 ' above
the existing he9ght ordinance if- the building was constructed at ',
road grade . Senior Services cannot meet the cost effiective design
requirements of H .U . D . by substantially altering the building
desiyn to accomodate t:he City of Everett maximum heiyht '
requirements . ',
2 . "TfIAT SUCH VRIANCE IS NECESSARY FOR THE PRESERVATION AND
ENJOYdENT OF SIIBgTANTIAL PROPERTY RIGFIT OF l"HE APP[LLANT
POSSESSED BY THE OWNERS OF OTHER PROPERTIES IN THE SAME
VICINITY OR ZONE . "
Statement :The building site which drops dokn in elevation to
the rear of the lct compounds the problem of I
meeting the height requirements .
While the proposed facility will have a f9nished first floor
elevation the same as that of tie existing road grade, the
existing site elevations are below road grade by 3 ' to '] ' .
Because the site drops offi toward the rear of the lol- , tle
srructure exceeds the rnaximum bu9lding height requirements by
appoximately 5 ' . If L'he site were level and t road yrade, the
building would only Ue about 1 . 5" too hiyh .
