ACTION ITEMS: (7) Authorize the Mayor to sign Amendment No. 1 to 2012 State Stormwater Grant Agreement No. G1200574 with the Washington State Department of Ecology for a time extension to October 31, 2015, at no additional cost to the City. (8) Authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Fairweather Forestry to provide a time extension to October 31, 2015, at no additional cost to the City. (9) Reject bid of James W. Fowler Company as non-responsive and non -responsible and Authorize the Mayor to execute construction contract for Schedule A and Schedule B for the Shore Avenue Stormwater Outfall Improvement Project to the lowest responsive and responsible bidder, Thomco Construction Inc., in the amount of $1,529,647.00 including Washington State Sales tax. (10) Authorize the Mayor to sign the Local Agency A&E Professional Services Cost Plus Fixed Fee Consultant Agreements for the 2015 Hot Mix Asphalt Overlay Project with KBA, Inc. in an amount not to exceed $93,500.00; and Harris and Associates, Inc. in an amount not to exceed $138,127.40. (11) Accept the gift of an x-ray machine from the Animal Rescue Foundation to Animal Services for the Everett Animal Shelter Veterinary Clinic. (12) Authorize the Mayor to sign the Interlocal Agreement establishing the Snohomish Regional Drug and Gang Task Force in the amount of $27,697.00. (13) Adopt Resolution authorizing the submittal of a grant funding application to the Washington State Recreation and Conservation Office for Youth Athletic Facilities projects as provided in WAC 286 and subsequent legislative action. (14) Authorize the Mayor to sign the Amendment to Right of Entry Agreement with the Port of Everett to install monitoring wells for Grand Avenue Park Pedestrian and Utility Bridge Project. (15) Adopt Resolution authorizing recovery of abatement costs pursuant to EMC 1.20.090 at 1215 Everett Avenue, Everett, Washington, in the amount of $893.12. (16) Adopt Resolution authorizing recovery of abatement costs pursuant to EMC 1.20.090 at 2018 Chestnut Street, Everett, Washington, in the amount of $819.00. (17) Adopt Resolution authorizing recovery of abatement costs pursuant to EMC 1.20.090 at 3135 Tulalip Avenue, Everett, Washington, in the amount of $2,238.60. (18) Adopt Resolution establishing a schedule for City Council Review and Adoption of the 2015 Ten -Year Update of the Comprehensive Plan.
