The curr�;nt pian proposes to utilize an existing pond area on the adjacent site to the <br /> northeasi for the location of required stormwater facilities for the Lake Park Apartments' <br /> expansion. The existing pond was designed as a wetporiC with a vegetated swale at the <br /> outlet o`the pond. The new wetpond must contain live <�nd dead storage volumes equal <br /> - to the design volumes needed to sdtisfy City standards i.�r treatment of runoff from the <br /> Lake Park Apartments site. The vec.:tated swale must be reconstructed, if necessary, to <br /> treat runcff from all contributing surfaces according to current City standards. (SEPA <br /> Water and Plant and Animal Policies) <br /> 7. TY:s parkin� areas under thE buildings must be hydrologically isolated from the <br /> uncovered portion of the site. Runoff collected from covered parkina areas must <br /> dische�ge to the sanitary sewer. (SEPA Water Policies) <br /> P. A specially designated area will be required for washing of cars by tanants of the <br /> complex. The area must be hydrologically isolated from the rest of the site, be covered, <br /> and wash water from tne area rnust drain to the sanitary sewer after being routed <br /> through a baffl�•±ype oil/water separator designed to city standards. Signs must be <br /> posted on che site limitinr car washing to the designated area only. The tenant lease or <br /> rental agreement must contain a clause prohibiting car washing on the site outsids of the <br /> specially designated area. A covenant must be recorded and signed by the owner <br /> stating that such a clause will be written into the tenant lease and rental agreements. In <br /> addition, a note stating that car washing is only permissible in the designated area must <br /> be included on the storm drainage plans. <br /> As an aliernaiive to the specially designated car washing area, hose bibs can be <br /> eliminated from the site or tenant access to tham prevented. If this option is exercised, <br /> the tenant lease or rentaf agreement must contain a clause prohibiting car washing on <br /> the site. A covenant must be recorded and signed by the owner stating that such a <br /> clause will be written into the tenant leases and/or rental agreements. In addition, a note <br /> stating that car washing ;s prohibited on the site must be added on the storm drainage <br /> plans. <br /> 9. The tenant lease or rental agreement for the project must contain a clause prohibiting <br /> vehicle maintenance on the s+te. A covenant must be recorded and signed by the owner <br /> stating that such a clause will be written into the tenant leases andlor rental agreements. <br /> 10. Ali storm drains in the complex must be stenciled with substantiaily the foliowing <br /> language: "Dump No Waste, Drains to Wetland." This reminder is typically spray- <br /> painted onto the ground adjacent to the catch basin with the use of a stencil. The <br /> treatment needs to be repeated, approxirnately annually, when the paint wears off. The <br /> developer/owner;:iey either perform the stenciling, or give permission for volunteer <br /> groups to enter onto the property and perform the stenciling. <br /> The lead agency for this proposal has determined that it does not have a probable significant <br /> adverse impact on the environment. An Environmental Impact Statement is not required under <br /> RCW 43.21C.030(2)(c). This determination assumes cornpliance with state law and City <br /> : <br />
