These inspections revealed the following violation of the Everett City Code: City code section 1330.020 which prevides as follows: SQecial, privste use of city property — permit. No special or private use shall be made of any city right-of-way including, but not limited to, streets, alleys and sidewalks, by any person, entity or corporation without first having secured from the public works department the requisite permit and having paid the permit fee. The landscaping and railroad-tie retaining wall that is constructed within the public alleyv✓ay adjacent to your property has been found to limit vehicle maneuverability within the alley right- of-way. These obstructions from the City right-of-way must be removed no later tha�i January 16, 2000.
