The fence from
the northeast corner and north side of the property is in need of repair. Permits are not required. An owner, Mr. Robins, was present and permission was granted for entry. City staff
on site was Tony Lee Permit Services Manager, led 6udden Chief Building Inspector and Tim Alaniz Electrica Inspector.
Findings
Extensive wiring has been done within the basement without permits. The manufacture dating on the wiring
was observed as 1998 and 2004 (only a sample of the exposed wiring was date-inspected. In general the
condition of the electrical system in the basement ranges from decent workmanship to substandard and
hazardous (please refer to electrical inspection notes) per Section 16.08.190 Item E of the Everett Housing code.
2. A shed was also discovered attached to the west side of the home (shed noted to be of recent construction —
approximately up to 15 years old). As the shed is attached, permits are required for its consVuction. No permits
are found on record.
Recommendation to Hearing Examiner
7he basement must be vacated immediately and remain vacated until all required permits and inspections
(electrical, plumbing, mechanical and building) have been secured and approved by the building division.
All hazardous wiring is required to be brought into compliance. The condition of the wiring in the basement
effects the safety of the occupants on the main floor as the systems are not sufficiently separated and are
currently live. If the wiring in the basement remains hazardous, the entire building will be required to be
declared hazardous and substandard and vacation will be sought. In order to avoid that designatic,i, we
recommend that the hazardous electrical components of the system be decommissioned.
a. We recommend that 30 days should be wfficient to decommission the hazardous electrical system
components.
b. An electrical permit is required for this work.
c. In order to verify that the wiring is no longer hazardus, all substandard electrical wirine in the
basement must be made open to inspection. This will require the removal of substantial areas of finish
12
