I understand that this is your case and that Spring was filling in for you in your absence. Access was granted to the <br />basement area by the owners representative and tenant Terry Martin. The house appears to have been constructed in <br />the early to mid twenties, it is a single story dwelling with basement. <br />At some point in the not too distant past (according to Mr. Martin the last ten years) the basemene area has been <br />altered for use as occupied space. <br />The basement area now has provisions For sleeping, cooking and bathing. <br />A permit search for the alteration work indicates that permits and approvals for this work were not obtained. <br />Since this building is currently occupied and not under permits for construction activity I assessed the property for the <br />ininimum criteria outlined in the Housing Code as adopted by the City of Everett. <br />The following deficiencies/violations were observed. <br />1. At least two of the three basement sleeping rooms have windovds that lack tlie required size for escape and <br />rescue per section 16.08.190 of the [verett Housing Code. The remaining window, I was not able to clearly <br />observe. <br />2. One sleeping roorn lacks the minimum dimension of 7ft (width)per section 16.08.120 of the Everett Housing <br />Cade. <br />3. Substandard and potentially Hazardous Electrical Wiring was observed and capYured in the file phctos. <br />(numerous locations) this observation was confirmed by Everett Electrical Inspector Tim Alaniz when I showed <br />liim some of tlie file photos. <br />4. Substandard plumbing in the kitchen area that also appears to be leaking waste water into this location. <br />5. Walls have been framed and wallboard has been installed throughout the basement area. Plumbing work, <br />Electrical work and otlier concealed features exist. Based on what was observable, the concealed work fails to <br />inspire confidence in me. And due to the fact that this work was performed without the required permits and <br />Inspection aNproval, this Basement alteration was/is a violation of section R105 of the Everett Duilding Code. <br />6. The gas fired hot water tank and furnace are located in the kitchen and are in violation of section 918.6.5 of the <br />International Mechanical Code. <br />7.
