CMI Homebuilder's Inc. Welland Delineation and Mitigaticn Report <br />1.0 INTRODUCTION <br />This report is the result of a w�etland delineation on an approximate 6-acre site located on 18th <br />Avenue West in the City of Everett, Washington. The site is the location of a proposed <br />condominium development. <br />The purpose of this report is to: 1) describe the wetlands identified and delineated on the <br />property, 2) discuss impacts to wetlands from the proposed project, and 3) describe measures <br />that will be taken to mitigate for wetland impacts. Infermation in this report will be utilized by the <br />City of Everett, and any other concemed agencies, to evaluate impacts to wetlands from the <br />proposed p;oject. <br />2.0 GENERAL PROPERTY DESCRIPTION AND LAND USE <br />The site is located in the SE Y< of Section 14, To�nmship 28 North, Range 4 East, W.M. in the <br />Paine Field area of the City of Everett, Washington (Figure 1). It is situated east of 18'h Avenue <br />West (also known as Loganberry Lane), is currently undeveloped, and consists of approximately <br />six acres of mostly deciduous forest. Topography on the site generally slopes down from east <br />to west into a relatively flat wetland area lecated throughout the west-central portion oF the <br />property. A smali portion of the site, in its southwestem comer, slopes down from west to east <br />into the wetland. Drainage within the wetiand flows from north to south. <br />Surrounding land use includes a golf course and moderate density residential areas to the east, <br />moderate density residential areas to the west and north, and undeveloped areas to the south. <br />3.0 METHODOLOGY <br />The wetland analysis of the subject property involved a two-part effort. The first part consisted <br />of a preliminary assessment of the site (and its immediate surroundings) using published <br />information about local environmental conditions. The second part involved a field survey in <br />which direct observations and measurements of soils, hydrology, and vegetation were made to <br />determine whether wetlands were present, the types and functional values of these wetlands, <br />and the extent of the boundaries (see Field Investigation section below). <br />3.1 Background Data Reviewed <br />Background information was reviewed prior to field investigations and included the following: <br />• National Wetlands Inventory Map (Mukilteo, Quad), U.S. Fish and Wildlife Service, 1987 <br />• Snohomish County Area Soil Survey, Soil Conservation Service, 1983 <br />� City of Everett 18"' Avenue Wetla�d Inventory for Local Improvement District <br />3.2 Field Investigation <br />A general site reconnaissance was conducted on December 12, 1997 to gain an overall <br />impression of the existing environment. Observations wer� made of the general plant <br />communities, wildlife habitats, and tlie locations of potential wetland areas. Present and past <br />land use practices were aiso noted, as were significant geological and hydrological features. <br />Once likely wetland areas were located, the routine on-site determination meihod was used to <br />delineate the edge of the wetiands using the procedures outlined in the Washingfon State <br />Wetlands Identification and Delineation Manual (1997) and the Corps of Engineers Wetland <br />Delineation Manual (1987). The field investigation was completPd on December 12, 1997. <br />Plant species were identified according to ihe taxonomy of Hitchcock and Cronquist (1973) and <br />the wetland status of plant species was assigned according to the List of Plant Species that <br />Occurin Wetlands, published by the U.S. Fish and Wildlife Service (Reed 1988, 1993). <br />20 May 2003 <br />364C-MitR pt4(20May03).doc <br />Talasaea Consultar,cs, LLC <br />Page1 <br />
