CMI Homebuilder's Inc. Welland Delineation and Miligation Report
8.1 Post-Construction Assessment
A post-construction assessment will be conducted upon completion of the mitig3tion plan
construction, and a report including an as-built drawing will be submitted to the City. The
purpose of this assessment will be to determine whether the site conditions are consistent with
the approved plan and to establish baseline conditions for future monitoring. The plan will
identify and describe any changes in grading, planting or other constructed features in relation
to the original approved plan.
9.0 MONITORING METHODOLOGY
Performance monitoring oF the mitigation areas will be conducted for a period of five years, with
reports submitted annuaily to the City of Everett according to ihe schedule presented in Table 2.
Table 2: Projected Calendar for Performance Monitorirg and Maintenance Events
Year 1 Year 2
Baseline Assessment, R PM-1 PM-2 PM-3 PM-4

MR & R MR
2004 Fa112004 Spring 2005
Year 4
PM-8 PM-9
R, MR MR
2007 Fall 2007 Spring 2008
MR&R
PM-10'
R, MR
•Obtain final approval to get release of bond from the City of Everett (presumes performance criteria are met).
Each monitoring report will include: aj phato-documentation, b) estimates of percent vegetative
cover, plant survival and undesirable species, c) wildlite usage, d) water quality and hydrology, site
stability, and soils, and e) an overall qualitative assessment of project success for the wetland and
buffer areas. The first monitoring report will serve as the baseline assessment report. If the
performance criteria are met, annual monitoring will cease after the fifth year, unless objectives are
met at an earlier date and the City accepts the mitigation project as successfully completed.
9.1 Vegetation
Permanent vegetation sampling plots or transects will be established at selected locations within
the mitigation area to incorporate all of the representative plant communities. The seme
monitoring points will be re-visited each year, with a record kept of ali plant species found.
Vegetation will be recorded on the basis of relative percent cover of the dominant species within
the vegetative strata. All monitoring will be conducted by qualified Talasaea personnel.
Locations will be established within the mitigation area from which photographs will be taken
throughout the monitoring period. These photographs will document general appearance and
relative changes wiihi: i the plant community. Review of the photos over time will provide a
semi-quantitative representation of success of the planting plan.
Vegetation sampling plot and photo-point locations will be submitted with the baseline
assessment report.
9.2 Wildlife
Birds, mammals, reptiles, amphibians, and invertebrates observed in the wetland and buffer
areas (either by direct or indirect means) will be identified and recorded during scheduled
monitoring events, and at any other times observations are made.
