CMI Homebuilder's Inc. Wetland Delineation and <br />• During year one, replace all dead plant material. (M) <br />. Water all pl2ntings at a rate of 1" of water at least every week between June 15 — <br />September 15 during the first year after installation, and for the first year after any <br />replacement plantings. (C & M) <br />• Replace dead plants with the same species or a substitute species that meets the goai and <br />objectives of the mitigation plan, subject to Talasaea and agency approval. (C) <br />• Re-plant area after reason for failure has been identified (e.g., moisture regime, poor plant <br />stock, disease, shade/sun conditions, wildlife damage, etc.). (C) <br />• Remove/control weedy or exotic invasive plants (e.g., ScoYs broom, reed canarygrass, <br />Himalayan blackberry, purple loosestrife, etc.) by manual or chemical means approved by <br />the City. Use of herbicides or pesticides within the mitigation area would only be <br />implemented if other measures failed or were considered unlikely to be successful, and <br />would require prior agency approval. Trees and shrubs should be weeded to the dripline <br />and mulched to a depth of three inches. All non-native vegetation must be removed and <br />dumped off-site. (C & M) <br />• Clean-up trash and other debris. (M) <br />• Selectively prune woody plants to meet the mitigation plan's goal and objectives (e.g., <br />thinning and removal of dead or diseased portions of trees/shrubs). (M) <br />• Repair or replace damaged structures including fences, signs, and bird boxes. (M) <br />After consulting with City staff, minor excavations will be made to correct surface drainage <br />pattems. (C) <br />12.0 PERFORMANCE BOND <br />A performance bond or other surety device will be posted with the City of Everett by the property <br />owner for the replacement of plantings and the iive-year monitoring plan to ensure the success of <br />the mitigation. The amount of the bond will be based on 125% of the cost of the landscape <br />installation and five-years of monitoring. The bonding requirement may be reduced to 25°�� the <br />third year and to 10% the fifth and final year, with release of bonding obligation occurring with the <br />City's approval of the project. Bonding would only be reduced if the standards of success were <br />being met. If success criteria are met before five years, monitoring may be terminated with City <br />approval and the bond would be eliminated. <br />13.0 SUMMARY <br />A wetiand delineation was conducted on the Augusta Woods project site in December 1997. <br />One wetland (Wetland A) was identified and delineated throughout the west-central portion of <br />the project site. Wetland A would be classified as a Category II wetland under the City's <br />Sensitive Area Ordinance. The proposed project consists of the development of 4fi single <br />family detached condominiums, with an entry road, internal road system, associated parking, <br />and an underground stormwater detention vault. Access to the development will be from 18'h <br />Avenue West. Access tn the eastem porlion of the site will require crossing Wetiand A thereby <br />having a direct impact of 2,007 sf. Mitigation will occur as 6,021 sf of wetland creation (3:'i <br />replacement-to-loss ratio).
