The City hac received three letters in opposition to the <br />request (Exhibit 6). Reasons for opposing the variance <br />request cited in the letters were that too much of the <br />lot would be in buildings, the Applicant constructed the <br />cement slab and the curb cut without obtainin� permits. <br />The Public Works Department could find no record of <br />permits being obtained for construction of the curb cut <br />and also stated that if the variance were granted the <br />carport must be set back a minimum of 18.5 feet from the <br />back of the sid� walk to the front of the carport. <br />Construction of the carport could make the situation <br />better for the neighborhood by providing covered <br />off-street parkinq. Since the lot is already almost <br />entirely covered by the house and the cement slab, the <br />amount of impervious surface would not be increased by <br />building the carport. <br />b. Conclusion: Granting this variance should not be <br />detrimental to other property otaners in the vicinity and <br />zone and as a condition of granting the variance the <br />Applicant should be required to obtain the necessary <br />Public Works permits for construction of the curb cut and <br />driveway and conform to Public Works requirementso <br />Criterion No. 4: <br />That the qranting of such variance will not adversely affect the <br />Comprehensive General Plan. <br />a. Findinp: The Everett General Plan designation is single <br />family residential, trie use is a nonconforming single <br />family residence struature on a nonconforminq lot and the <br />proposed carport would be an accesscry use for the <br />exi�ting residential use. <br />b. Conclusion: Granting this variance would not adversely <br />affect the Everett General Plan. <br />RECOMENDATION: <br />GRANT the variance as requested by applicant with the following <br />conditions: <br />1. The Applicant must obtain building permits for construction of <br />the carport and meet all other zoning code requirements. <br />2. The Applicart must obtain a Public Works permit for the <br />completed construction of the curb cut and drive way and meet <br />all Public Works requirements. <br />3. The front of the carport shall be a minimum of eighteen and <br />one-half feet from t_he back of the sidewalk. <br />4.
