The City hac received three letters in opposition to the
request (Exhibit 6). Reasons for opposing the variance
request cited in the letters were that too much of the
lot would be in buildings, the Applicant constructed the
cement slab and the curb cut without obtainin permits.
The Public Works Department could find no record of
permits being obtained for construction of the curb cut
and also stated that if the variance were granted the
carport must be set back a minimum of 18.5 feet from the
back of the sid walk to the front of the carport.
Construction of the carport could make the situation
better for the neighborhood by providing covered
off-street parkinq. Since the lot is already almost
entirely covered by the house and the cement slab, the
amount of impervious surface would not be increased by
building the carport.
b. Conclusion: Granting this variance should not be
detrimental to other property otaners in the vicinity and
zone and as a condition of granting the variance the
Applicant should be required to obtain the necessary
Public Works permits for construction of the curb cut and
driveway and conform to Public Works requirementso
Criterion No. 4:
That the qranting of such variance will not adversely affect the
Comprehensive General Plan.
a. Findinp: The Everett General Plan designation is single
family residential, trie use is a nonconforming single
family residence struature on a nonconforminq lot and the
proposed carport would be an accesscry use for the
exiting residential use.
b. Conclusion: Granting this variance would not adversely
affect the Everett General Plan.
RECOMENDATION:
GRANT the variance as requested by applicant with the following
conditions:
1. The Applicant must obtain building permits for construction of
the carport and meet all other zoning code requirements.
2. The Applicart must obtain a Public Works permit for the
completed construction of the curb cut and drive way and meet
all Public Works requirements.
3. The front of the carport shall be a minimum of eighteen and
one-half feet from t_he back of the sidewalk.
4. The height of the carport shall not exceed fifteen fPet.
Prepared by ,Xp . %%,CE'a
Reviewed by ,,y,;U,IcJ_--
-r=•
