The City <br />Council indicated they wanted the interim regulations to become permanent by the end of the current effect of the <br />ordinance. The Planning Commission has recommended a number of amendments to the interim regulations, <br />including the following: <br />• Allowing Tier 2 and 3 production / processing facilities in industrial zones, subject to the Special Property <br />Use permit process (Hearing Examiner review), but only one of each city-wide. <br />• Allowing retail sales of marijuana in the C-2 ES (Everett Station) zone, with parking access from the alley. <br />• Reducing the separation requirement between production / processing facilities and residential zones from <br />1,000 feet to 500 feet. <br />• Allowing production / processing facilities in the MS (Maritime Services) zone when located in a building <br />split by both M-2 and MS zone (affects only the Jeld Wen property on W. Marine View Drive). <br />• Establishes minimum facade design standards for marijuana retail stores. <br />The attached ordinance conveys the Planning Commission recommendation. Staff has identified and attached <br />alternatives to some of the changes recommended by the Planning Commission, for consideration by the City <br />Council. <br />RECOMMENDATION (Exact action requested of Council): <br />Adopt Ordinance establishing land use regulations for recreational marijuana businesses, amending Ordinance <br />No. 1671-59, as amended (EMC Title 19, Zoning), and superseding Ordinance INTo. 3.407-14, as amended. <br />3 <br />
