Subsequent to that time, $26;016 has been expended for design and survey work and <br /> $149,924.08 has been encumbered for the purchase and installation of a new playground, which was <br /> separately bid and authorized for award by Council on July 30, 2008. <br /> Based on the Lions Park adopted master plan final design, staff estimated in April 2008 that the cost to <br /> renovate Lions Park would approximate $1.5 million; raising the total project cost to approximately $1.8 <br /> million. Parks revised the design and developed a new renovation cost estimate in mid-2008 of$1.3 <br /> million, including contingency and Washington State Sales Tax (WSST). <br /> The call for bids was issued on November 3, 2008. Twenty-three bids were received, ranging from <br /> $734,468.57 to $1,325,000 plus WSST. <br /> This proposed action will repeal Ordinance 2817-05. and increase the project's funding by $763,568 to <br /> $1,200,000 (from $436,432 authorized in January 2005) in order to complete the project. The additional <br /> funding accounts for: 1) the renovation bid; 2) a 15% construction contingency; 3) 9.1% WSST (new rate <br /> effective January 1, 2009); 4) owner-furnished irrigation control equipment; 5) PUD electrical connection <br /> charges; and 6) playground acquisition and installation. <br /> RECOMMENDATION (Exact action requested of Council): Adopt the ordinance creating a special <br /> improvement project entitled "Lions Park Sustainable Maintenance Renovation", Fund 354, Program 024 to <br /> accumulate all costs for the improvement project and repealing Ordinance No. 2817-05. <br />
