4 Professional Services Agreement Scope of Work Transit Service Development and Inter-agency Coordination General With the implementation of Community Transit's inter-jurisdictional BRT service in the fall of 2009, Everett Transit will restructure its transit service to improve neighborhood-to-neighborhood service and to ensure connections with the BRT service. Under the direction of the Capital Facility and Service Planning Program Manager, Brakke & Associates will provide consulting services to further this planned service restructuring and will facilitate inter-agency coordination between Everett Transit and Community Transit, as well as other transit service providers within the region. Services to be provided include, but are not limited to: Service Planning Assist Everett Transit staff with the analysis and planning of existing and potentially new service routes, schedules, concepts, and impacts. • Analysis existing route structure to determine route performance and effectiveness. • Identify trip-generators within the service area and develop route options to service. • Assess customer ability to travel neighborhood-to-neighborhood in a timely manner and provide options to address any connection deficiencies. • Develop routes that will enable customers to easily and quickly access public transportation to travel into and out of Everett via regional transit providers (CT, ST, SKAT, etc.). o Everett Station connections o BRT Corridor connections • Develop route-by-route schedule recommendations to meet the needs of the public: o Span of Service • Hours of service • Days of service o Frequency of service Inter-Agency Service Coordination Under the direction of the Capital Facility and Service Planning Program Manager, facilitate service planning and capital project efforts between Everett Transit, Community Transit, Sound Transit, Skagit Transit, Snohomish County and other City of Everett Departments as needed to ensure coordination and implementation of service. • Local service structuring to support and complement CT BRT service within Everett. • Identify additional service areas and inter-jurisdictional trips that may best be served by Everett Transit. o Southeast Everett (Silver Lake area) o South of 112th Street o Paine Field area o North Everett/Marysville • Coordinate with CT and ST staff to identify and evaluate proposed service changes and determine impacts to ET customers.
