4 <br /> Professional Services Agreement <br /> Scope of Work <br /> Transit Service Development and Inter-agency Coordination <br /> General <br /> With the implementation of Community Transit's inter-jurisdictional BRT service in the fall of 2009, <br /> Everett Transit will restructure its transit service to improve neighborhood-to-neighborhood service and <br /> to ensure connections with the BRT service. Under the direction of the Capital Facility and Service <br /> Planning Program Manager, Brakke & Associates will provide consulting services to further this <br /> planned service restructuring and will facilitate inter-agency coordination between Everett Transit and <br /> Community Transit, as well as other transit service providers within the region. Services to be provided <br /> include, but are not limited to: <br /> Service Planning <br /> Assist Everett Transit staff with the analysis and planning of existing and potentially new service routes, <br /> schedules, concepts, and impacts. <br /> • Analysis existing route structure to determine route performance and effectiveness. <br /> • Identify trip-generators within the service area and develop route options to service. <br /> • Assess customer ability to travel neighborhood-to-neighborhood in a timely manner and provide <br /> options to address any connection deficiencies. <br /> • Develop routes that will enable customers to easily and quickly access public transportation to <br /> travel into and out of Everett via regional transit providers (CT, ST, SKAT, etc.). <br /> o Everett Station connections <br /> o BRT Corridor connections <br /> • Develop route-by-route schedule recommendations to meet the needs of the public: <br /> o Span of Service <br /> • Hours of service <br /> • Days of service <br /> o Frequency of service <br /> Inter-Agency Service Coordination <br /> Under the direction of the Capital Facility and Service Planning Program Manager, facilitate service <br /> planning and capital project efforts between Everett Transit, Community Transit, Sound Transit, Skagit <br /> Transit, Snohomish County and other City of Everett Departments as needed to ensure coordination and <br /> implementation of service. <br /> • Local service structuring to support and complement CT BRT service within Everett. <br /> • Identify additional service areas and inter-jurisdictional trips that may best be served by Everett <br /> Transit. <br /> o Southeast Everett (Silver Lake area) <br /> o South of 112th Street <br /> o Paine Field area <br /> o North Everett/Marysville <br /> • Coordinate with CT and ST staff to identify and evaluate proposed service changes and <br /> determine impacts to ET customers. <br /> Billing and Deliverables <br /> s <br />
