Henry M. Jackson Park. <br /> This fourteen acre community park, identified by the Park Board of Commissioners in May 2008 as a <br /> leading priority for updated master planning, is currently configured with a wide variety of amenities of <br /> varying age and quality: two baseball/softball fields (with adjoining playground), open space play areas, a <br /> playground on the west end of the park, a picnic shelter, restrooms, an outdoor basketball court, and two <br /> separated parking areas. During the past several years, Delta neighborhood residents have expressed <br /> interest in a circumferential walking trail, better connections between, and access to, park amenities, <br /> upgraded amenities, and improvements to parking and lighting. Additionally, the City's existing <br /> Memorandum of Agreement with Everett Community College includes an objective to conduct a feasibility <br /> study to determine if the City and College would benefit from developing a joint athletic field complex close <br /> to the college. <br /> The qualified Consultant shall have demonstrated expertise and experience in master planning and <br /> designing of multi-use community parks of this size, community involvement/public process facilitation, <br /> permitting, assessment of field surfaces, trail development and connectivity, and life cycle cost analysis for <br /> maintenance and operations (M&O) budget forecasting. <br /> To date, $128,224 has been spent from the existing funding ordinance for prior work related to the <br /> development and installation of the park's community picnic shelter in 2006. <br /> RECOMMENDATION (Exact action requested of Council): Authorize Request for Qualifications <br /> for Senator Henry M.
