Planning Commission Minutes <br /> October 24, 2006 <br /> Approved '}fit, ° <br /> Acting Chairman CJ Ebert called the meeting to order at 6:30 p.m. Other Commissioners attending <br /> were David Simpson, Gene Dvornick, Earl Dutton, Michelle Trautman, and Carol Lorioux Loup <br /> Commissioners not in attendance: Clair Olivers and Si Newland <br /> City staff members present were Allan Giffen, Dave Koenig, Mary Cunningham, John Jimerson, and <br /> Kathy Davis of the Planning Department. <br /> Item # 1: Public Workshop on the Determination of Significance and Request for Comments <br /> on Scope of EIS— Everett Riverfront Master Plan and Redevelopment <br /> David Koenig, City staff, presented information regarding the scoping process. Scoping is an <br /> opportunity for the public to learn about the proposed project, is an opportunity to comment on the <br /> content of the Environmental Impact Statement (EIS), and an opportunity for OliverMcMillan to <br /> present the project concept to the community. Scoping narrows the scope of the EIS to probable <br /> significant adverse impacts and reasonable alternatives including mitigation measures and work with <br /> agencies to identify and integrate environmental studies. <br /> The City is using an expanded scoping process, which is intended to promote interagency <br /> cooperation, public participation and innovative ways to streamline the SEPA process. The outreach <br /> includes this workshop, meetings with interested neighborhoods, agency consultation, tribal meetings, <br /> inviting participation from the public, and the City website. The scoping notice was issued on October <br /> 16, 2006 and comments are due by November 6, 2006. The final scoping notice will be issued <br /> approximately a week later. In the winter of 2007, Oliver McMillan will submit applications for rezone, <br /> shoreline permits, other permits, and the Draft EIS. <br /> The proposed development concept is consistent with the City's adopted Comprehensive Plan and <br /> Shoreline Management Program. The intent is to implement the vision adopted by City Council <br /> following extensive public involvement with Planning Commission, Parks Board, Shoreline Master <br /> Program Committee and public access committee. The Vision Team also confirmed the concept <br /> when they met last year. <br /> Implementation of the planned vision includes zoning amendments along with a planned development <br /> overlay zone and master plan, a development agreement that will implement the rezone decision, <br /> public access improvements, environmental enhancements, public amenity improvements, and a <br /> proposed development concept intended to implement the vision. <br /> After more than a decade of preparing the Riverfront area for development, the City selected a <br /> developer to negotiate a sale of the property and build a development consistent with the Vision. <br /> OliverMcMillan was selected by City Council.
