Planning Commission Minutes <br /> January 22, 2008 <br /> Approved &,W ) <br /> Chairman Olivers called the meeting to order at 6:30 p.m. Other Commissioners attending: <br /> Gene Dvornick, Don Chase, Jeff Moore, Michelle Trautman, and Jamie Hunter. <br /> Commissioners Absent: Si Newland and David Hall <br /> City staff members present were Allan Giffen, Dave Koenig, Mary Cunningham, and Kathy <br /> Davis of the Planning Department <br /> Planning Commission Meeting Minutes, January 15, 2008 <br /> Chairman Olivers requested that an amendment be made to the minutes to reflect his late <br /> arrival and that a second vote on the minutes had been held at the end of the meeting. <br /> Motion: Commissioner Moore made a motion to approve the January 15, 2008 minutes with <br /> the amendments. Commissioner Chase seconded the motion. <br /> Vote: Commissioner Dvornick, yes; Commissioner Chase, yes; Commissioner Moore, yes; <br /> Commissioner Trautman, abstain; Commissioner Hunter, abstain, and Chairman Olivers, yes. <br /> Motion Carried. <br /> Item #1: Public Hearing on the Draft Environmental Impact Statement for the Everett <br /> Riverfront District Project <br /> Dave Koenig, City staff, stated that the Draft Environmental Impact Statement (DEIS) was <br /> issued on December 21, 2007. The comment period ends on February 4, 2008. All comments <br /> received during the hearing and public comment period will become part of the public record. <br /> Comments will be responded to in the Final Environmental Impact Statement(FEIS). The <br /> Planning Commission will not take action until the FEIS is issued. Planning Commission's <br /> recommendation will go to City Council who will make a decision on the proposal. <br /> Bob Mueller, OliverMcMillan, stated that their firm was selected by City Council in 2005. Oliver <br /> McMillan is a firm that has been in business for almost 30 years. Their firm develops a variety <br /> of mostly mixed use projects that include retail development, residential development, and town <br /> centers that incorporate retail and residential developments. Their firm has received numerous <br /> design and construction awards. Their firm is currently constructing about 1.5 billion dollars of <br /> development throughout the nation. He added that a good portion of the projects that are <br /> constructed are retained by OliverMcMillan. <br /> He presented a slide of the site and a slide that showed the connections between the Riverfront, <br /> Everett Station, Downtown, and the Marina. The DEIS covers the total project including the <br /> wetland areas. BNSF railroad will be relocated. There is 37 acres of developable land on the <br /> Simpson pad. The 41st Street overpass will access both the retail and Simpson pad. Parcel B <br /> is the Simpson pad. Parcel A2 is part of the landfill located on the south side of the 41st Street <br /> exchange. Parcel A is the main landfill site where the retail is proposed. Parcel C includes the <br /> old Eclipse Mill site. <br />
