The Eclipse Mill <br /> site has a 65 foot height limit and the Simpson site is proposed at 35 feet. <br /> He asked Commissioners if there were any questions. <br /> 7:06:31 PM <br /> Commissioner Trautman asked if Commission had been provided a graphic on heights. Mr. <br /> Koenig responded that the graphic would be provided prior to the public hearing. <br /> 7:06:51 PM <br /> Commissioner Hale asked if the number of structures were limited by the landfill. Mr. Ducox <br /> responded no because all the structures would be constructed on piles and structural concrete. <br /> 7:07:27 PM <br /> Bob Mueller, Oliver McMillan, stated that there are subsidence challenges building on landfill. <br /> Currently, the City is surcharging the landfill site which takes care of the compression of the <br /> garbage and peat below that. However, the challenge is biodegradation and settlement for the <br /> next 30 to 50 years. They have to design ahead of time for that. The other challenge is for <br /> landscaping. The Consent Decree restricts infiltration of water. In the case of the landfill, the <br /> stormwater needs to be collected below ground and none of that can go into the actual trash <br /> area. They are proposing more landscaping that is less deep rooted. Parking lots will have <br /> areas towards the outside areas of parking lot to collect stormwater and precipitation. Those <br /> areas are going to settle and they will be adding soil over time. Water collected does not go into <br /> the landfill and will go out to the stormwater system. Every area will have a methane collection <br /> system. <br /> He presented a graphic that showed the overall landscaped areas which will have a lot of green <br /> areas, parking lots with perimeter landscaping, common areas, buffer between buildings, and <br /> buffer plantings along main street, along walkways, and the streetscape. <br /> Pat Farley, Mulvanny G2, stated that the area was unique and that they already know that <br /> buildings will have to be constructed on piles. They have collected quite a few images of other <br /> projects to conceptually show what the site may look like. 7:18:21 PM Main Street is the typical <br /> two way street with narrow sidewalks and parallel parking. There will be a transition between <br /> road and sidewalk and he presented some photos and sketches of what that may look like. <br /> 7:22:17 PM <br /> Commissioner Hale asked about areas that are not being piled and whether or not Mr. Farley <br /> anticipated some irregularities in the settling. Mr. Farley responded that the preload is expected <br /> to alleviate some of that. Mr. Mueller added that with the bigger parking lots, there will be more <br /> irregularity and those areas will be filled in so there will be more capping of the asphalt over <br /> time. Commissioner Hale asked who was responsible to maintain those areas. Mr. Mueller <br /> added that Oliver McMillan is responsible. Mr. Koenig stated that Oliver McMillan will maintain <br /> the landscaping throughout the entire development. Mr. Farley responded that was part of the <br /> reason for the parking lot management zones because they already know that there will be <br /> long-term maintenance of the parking areas. <br />
