Brief Description of Local Program: The City of Everett will sub-grant the funds to the Everett Housing Authority, <br /> which in turn will work with other local non-profit organizations to use the Local Neighborhood Stabilization Program <br /> funds for three projects: <br /> (1) Purchase Assistance Program, using the funds in the form of down payment assistance. Funds may be used to <br /> either reduce the amount of the first mortgage or to pay the cost of repairs or renovation to a foreclosed home. <br /> (2) Home Purchase and Resale Program, using funds to purchase, rehabilitate and resell foreclosed homes to <br /> eligible families. Upon sale, program funds will convert to soft secondary loans or grants, depending upon <br /> underwriting guidelines. <br /> (3) Land Purchase Program, using funds to purchase foreclosed lots for sale to eligible families. <br /> 5.
