Planning Commission <br /> Meeting Minutes <br /> December 1,42t0D08Approved <br /> 7:03:47 PM <br /> Chairman Olivers called the meeting to order at 7:00 p.m. Other Commissioners attending: Jeff <br /> Moore, Michelle Trautman and Don Chase. <br /> Commissioners Absent: Si Newland, Don Hale and Loren Sand <br /> City staff members present were Allan Giffen, Dave Koenig, Mary Cunningham and Kathy Davis <br /> of the Planning Department. Also present were Dave Davis (Engineering), David Hall (Legal), <br /> Karen Shaw (Economic Development) and Lanie McMullin (Economic Development). <br /> Approval of Minutes <br /> Motion: Commissioner Chase made a motion to approve the December 2, 2008 minutes. <br /> Commissioner Trautman seconded the motion. <br /> Vote: Commissioner Chase, yes; Commissioner Trautman, yes; Commissioner Moore, abstain; <br /> and Chairman Olivers, yes. <br /> Motion Carried. <br /> Item#1: Public Hearing and Recommendation on the Master Plan and Standards for the <br /> Everett Riverfront District Project <br /> 7:04:58 PM <br /> Dave Koenig, City staff, stated that the site has historically been an industrial site and that the <br /> request is to convert the areas to restored wetlands, open space areas, residential and mixed <br /> use development. He showed an aerial slide to explain the location of the site. He pointed out <br /> the 41St Street Bridge, landfill site, Eclipse Mill site, Everett Station, Downtown,and Marina. <br /> There are Comprehensive Plan policies regarding linkages between the harborfront and <br /> riverfront areas. <br /> For the Eclipse Mill area, the Comprehensive Plan states that the area should be developed <br /> with high quality mixed use development standards including multiple family residential,office <br /> park, light commercial and high quality public access. The vision for the landfill site is that the <br /> area be redeveloped as a high quality master planned lifestyle entertainment center, provide <br /> areas for public enjoyment of the River, be an attractive and people oriented mixed use area, <br /> provide for a public gathering area, and provide separation between vehicles and people within <br /> the site. The vision for the Simpson site is that the area be developed as an attractive master <br /> planned campus like office park or high quality mixed use development. <br /> The process under review for the site is the Planned Development Overlay (PDO) process. The <br /> underlying zoning which will be waterfront commercial is modified through the PDO process. <br /> The PDO is intended to promote high quality developments which benefit the City more than a <br />
