• EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET
PROJECT TITLE:
Resolution Approving the City Consent COUNCIL BILL#
of Everett Public Works X Action Originating Department Public Works
Identity Theft Prevention First Reading Contact Person Myron Tollefson
Program Second Reading Phone Number 257-8841
Third Reading FOR AGENDA OF April 22, 2009
Public Hearing
Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s) Approval
Resolution, Public Works,
Identity Theft Legal
Program
Amount Budgeted -0-
Expenditure Required -0- Account Number(s):
Budget Remaining -0-
Additional Required -0-
DETAILED
SUMMARY STATEMENT:
The implementing regulations of the federal Fair and Accurate Credit Transactions Act(the"Red Flags
Rule") require certain creditors with"covered accounts" to prepare and implement an identity theft
prevention program. The Red Flags Rule becomes effective May 1, 2009. Like most utilities in Washington,
the City of Everett Utility Services maintains continuing accounts with utility service customers, and many, if
not all, of those accounts are "covered accounts" within the meaning of the Red Flag Rule. Because of this,
the attached proposed City of Everett Public Works Identity Theft Prevention Program has been prepared for
City Council approval. This proposed program is based on a model identity theft prevention program
published by the Washington Association of Water and Sewer Districts.
RECOMMENDATION:
Adopt a Resolution approving the City of Everett Public Works Identity Theft Prevention Program.
10
