6 <br /> The contractor shall provide professional employee benefits consulting to the City of Everett. <br /> Services to be provided include: <br /> A. Assisting the City in administering group insurance plans,responding to questions from <br /> and providing information to staff representatives, settling claim disputes and other <br /> oversight services during the course of the programs. <br /> B. Assisting the City in complying with all related Federal and State laws and regulations, as <br /> well as, contract requirements. This also includes providing assistance to City staff in the <br /> preparation and filing of Federal and State reports including giving the City notice and <br /> counsel of such requirements. <br /> C. Providing ongoing actuarial analysis of plan financial experience, claims experience and <br /> future funding requirements for the development of a long-term strategic plan for the <br /> benefits programs. <br /> D. Providing financial reporting that includes: <br /> 1. Reviewing and providing a monthly analysis of claims experience census, enrollment, <br /> claims service and claims administration to ensure maximum benefit to the City. <br /> 2. Analysis of historical data to develop and validate trends. <br /> 3. Analysis of utilization and contracted savings in the PPO self-insured plan option. <br /> 4. Providing and negotiating annual renewals from carriers to include the projection of <br /> expenses and projected rates for active employees,retirees and COBRA participants for <br /> the next calendar year and the determination of funding rates no later than the 2nd Friday <br /> in July of each year of this Agreement. <br /> 5. Ongoing assistance in calculation of prospective employee contributions. <br /> 6. Assisting each year with calculation of prospective employee contributions. <br /> E. Representing the City in negotiations with carriers on all issues, including those related to <br /> premiums as defined in D above,benefit levels,plan design and special terms and <br /> conditions. <br /> F. Meeting with and providing reports to various City representatives, when requested by <br /> the City,including the City Council, City administration, employee groups and City staff. <br /> G. Assisting the City with the implementation and communication of new programs or <br /> changes to existing programs, which will include attending various meetings. On an <br /> annual basis, this includes review of the benefit plan designs,recommending and <br /> providing information on plan design changes including any mandated benefit design <br /> changes and providing assistance with annual open enrollment communication pieces. <br /> H. Researching and advising the City of new developments in the law and employee benefit <br /> programs on an ongoing basis. <br /> 61 7 <br />
