Proposals were received from AMH Ice Cream and Fun Times Ice Cream. (The RFP allows the city to enter into one or more agreements.) The RFP evaluation factors included net revenue to the City, years in business, business experience, approach to customer service and materials provided by proposers such as photos of vehicles used for concessions, products and product pricing. Parks staff recommends awarding agreements to AMH Ice Cream and Fun Times Ice Cream. No proposer had the capacity to meet customer needs in all of the park locations and therefore contracting with two proposers best meets customer needs in our parks. AMH Ice Cream will service Legion Memorial, Forest Park, Senator Jackson, Wiggums, Clark, Garfield, Grand and Langus parks. Fun Times Ice Cream will service Howarth, Haborview, Edgewater, Phil Johnson, Walter Hall, Kasch Silver Lake and Hauge Homestead parks. Total royalty payments will be $4,200 annually. Contracts will be for three seasons (2009 through 2011). Attached is the agreement that both firms will sign along with the scope of work for each agreement. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign Agreements with AMH Ice Cream and Fun Times Ice Cream for Parks Mobile Concession Services. 90
