There were 11 bidders with a bid range from a low bid of$1,816,434.98 to a high bid of$2,757,283.62. The lowest responsive and responsible bid was submitted by KLB Construction, Inc. The apparent low bid,submitted by JR Hayes & Sons, contained a$250,000 math error, which, after correction, moved them to 5th place on the bid summary. We recommend that KLB Construction, Inc. be awarded the Construction Contract for the Everett Riverfront Surcharge Phase 2 project in the amount of$1,816,434.98. This phase includes the demolition of the Animal Shelter, removal of excess soil from phase 1 areas, and placement of fill and surchargeon phase 2 areas. This work is scheduled to occur during the dry summer months. RECOMMENDATION (Exact action requested of Council): Authorize award of construction contract for Riverfront Surcharge Phase 2 Project to KLB Construction of Mukilteo, WA, in the amount of$1,816,434.98.
