In order to <br /> protect the roadway and City utilities(including the City's South End Sewer Interceptor)from potentially washing out,the poor <br /> soils need to be stabilized and the upstream face of the roadway needs to be protected. <br /> Bids were opened on June 9,2009,and four(4)project bid proposals were received for the construction of the Larimer Road at <br /> Wood Creek—Sheet Pile and Grout Repairs. The bids ranged from a low bid of$179,160.62 to a high bid of$313,554.15. The <br /> Engineer's estimate was$241,898. An evaluation of the low bid proposal from Redside Construction revealed a math error. The <br /> corrected bid subtotal reduced Redside's Total Bid Amount to$163,435.82. On June 10,2009,the City received Redside's bid <br /> claim error declaration and request for relief of responsibilities from contract award and forfeiture of their bid bond. With <br /> Council's acceptance of Redside's bid claim error declaration,Northwest Cascade,Inc.would become the lowest responsive bidder <br /> at a price of$232,090.61. Additionally,the City corrected the total price extensions reducing Northwest Cascade's Total Bid <br /> Amount to$226,619.69. The bid meets all of the contract bidding requirements,and the City recommends that Northwest Cascade <br /> be awarded the construction contract for the Larimer Road at Wood Creek Project in the amount of$226,619.69. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Accept Affidavit and Declaration of Proposal Error from Redside Construction and authorize a construction contract <br /> for the Larimer Road at Wood Creek Project to the lowest responsive bidder,Northwest Cascade,Inc.,in the amount <br /> of$226,619.69. <br /> 15 <br />
