• <br /> J Grant No.G 1000088 <br /> Independent Cleanup Action <br /> Agreement with City of Everett <br /> PART 1: SITE HISTORY AND BACKGROUND <br /> The Everett City Bond Street site is located at the Southwest corner of Bond Street and <br /> Kromer Avenue in Everett, Washington. The site occupies approximately 1.5 acres and <br /> is currently vacant land owned by the City of Everett. The site has public access in the <br /> form of an informal trail and hiking area which follows the Forgotten Creek drainage <br /> channel. Historically, the Everett Electric and Railway Power Plant and Everett Water <br /> Company Pump Station occupied the site. A small power plant operated onsite from <br /> before 1902 until the mid 1950's, when the structure was removed. Since the 1950's, the <br /> property has been allowed to go "native". The soils onsite were impacted with heavy oil <br /> range petroleum hydrocarbons, carcinogenic polycyclic aromatic hydrocarbons, and lead. <br /> Groundwater did not appear to be impacted. • <br /> The site is currently zoned for industrial use, although the land use is not industrial. <br /> The City plans to construct a sewer/storm water control facility, restore native habitat <br /> along the intermittent Forgotten Creek drainage channel, construct a trail link across the <br /> site to connect the neighborhood and Forgotten Creek trail with the Puget Sound public <br /> access trail to Pigeon Creek and allow public use of the site in conjunction with the water <br /> quality facility. <br /> A"No Further Remedial Action"determination was issued for this site under the <br /> Voluntary Cleanup Program on February 19, 2009 by the Department of Ecology's <br /> Northwest Regional Office. <br /> This grant will cover the costs associated with the independent cleanup actions performed <br /> at the Bond Street property to investigate and cleanup the contaminated soils at the site, • <br /> Facility Site No. 96863992. <br /> PART 2: SCOPE OF WORK <br /> The tasks(s) set forth below summarize the RECIPIENT'S activities to be performed <br /> under this agreement. Costs are limited to those approved by the DEPARTMENT in the <br /> current budget plan. All activities in the following tasks, including deliverables, must be <br /> completed by the expiration date of this agreement unless otherwise stated in this <br /> agreement or approved by the DEPARTMENT in writing. <br /> The RECIPIENT shall submit all sampling data to the DEPARTMENT in both printed <br /> and electronic formats in accordance with WAC 173-340-840(5) and the <br /> DEPARTMENT'S Toxics Cleanup Program Policy 840: Data Submittal Requirements. <br /> Monthly/Quarterly Progress Reports must indicate if sampling data was submitted to the <br /> DEPARTMENT during that billing period. Failure to properly submit sampling data will <br /> result in the withholding of grant funding. <br /> Paget of 14 <br />
