Under the federal Base Re-Alignment and Closure Act(BRAC),local communities are encouraged to <br /> conduct the re-use planning process for military properties that are declared surplus. Everett has been <br /> recognized by the Office of Economic Adjustment as the Local Redevelopment Authority(LRA)for the <br /> Oswald ARC. The City initiated the planning process in 2008, and had 3 proposals for re-use of the Oswald <br /> ARC. During the City's review of the proposals,two of the proponents withdrew their applications,leaving <br /> Domestic Violence Services (DVS) as only remaining proponent. <br /> DVS proposes to re-use the existing facilities on the north half of the 3 acre site for a 60 bed emergency <br /> shelter for victims of domestic violence and for their administrative offices,which offers support not only for <br /> shelter residents,but for clients throughout Everett and Snohomish County. On the south half of the site, <br /> DVS proposes to partner with the Everett Housing Authority to build 20 units of transitional housing for <br /> people leaving the emergency shelter to live in near DVS support services. The construction of new <br /> subsidized housing in this census tract would require changing a policy in the City's Consolidated Housing <br /> Plan,which is currently being updated in a separate process. The Oswald ARC reuse plan makes the <br /> transitional housing component contingent on future action by the City Council to amend the Consolidated <br /> Plan. A citizen panel and the Planning Commission have each reviewed the DVS proposal and have <br /> recommended approval of the reuse plan. , <br /> RECOMMENDATION (Exact action requested of Council): Adopt Resolution of the Oswald Army Reserve <br /> Center Local Redevelopment Authority Board Regarding$i&Disposition of the Oswald Army Reserve Center <br /> Property. <br />
