A <br /> WHEREAS,the Planning Commission has reviewed the proposed reuse of the Oswald <br /> Army Reserve Center and heard public testimony in a public workshop on February 17, <br /> 2009; and <br /> WHEREAS,the Planning Commission reviewed the Reuse Plan and held a public <br /> hearing concerning the Reuse Plan and heard public testimony on June 16, 2009, and <br /> recommended that the City Council approve the Reuse Plan; and <br /> WHEREAS,the Local Redevelopment Authority for the Oswald ARC conducted a <br /> public hearing and adopted a Resolution recommending that the Everett City Council <br /> approve the Reuse Plan; and <br /> WHEREAS,the City Council finds the following: <br /> 1. The proposed reuse plan for the Oswald Army Reserve Center is consistent with <br /> the Everett Comprehensive Plan and land use regulations that pertain to the <br /> subject property. <br /> 2. The proposed reuse plan provides services to homeless individuals and families in <br /> the community. <br /> 3. The proposed reuse plan promotes the best long term interests of the Everett <br /> Community. <br /> 4. The process conducted by the City of Everett, acting as the Local Redevelopment <br /> Authority for the Oswald ARC has complied with applicable Federal Law. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council approves the Reuse Plan <br /> for the Oswald Army Reserve Center substantially in the form contained in Exhibit A, <br /> and authorizes the Mayor to execute an agreement between the City of Everett and <br /> Domestic Violence Services regarding the disposition of the Oswald Army Reserve <br /> Center Property substantially in the form contained in Exhibit B. <br /> Date <br /> Councilmember Introducing Resolution <br /> Council President <br /> 13 <br />
