The Snohomish County PUD filed for a relicense in May 2009. Due to many unresolved issues among stakeholders, the PUD embarked on settlement negotiations. Settlement has been reached with all of the involved parties, culminating in a settlement agreement that the parties will sign supporting 23 license articles. These include the issues of minimum instream flows,recreational fishing, fish passage at the City's Diversion Dam,water supply, and water quality protection. These articles taken together secure the reliability and quality of the City's water supply for the next 45 years. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign the Settlement Agreement for the Henry M. Jackson Hydroelectric Project substantially in the form provided. 27
