EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET 1 0
PROJECT TITLE: Consent COUNCIL BILL#
Lake Chaplain Tract Land X Action Originating Department Public Works
Management Off-License First Reading Contact Person Jim Miller
Agreement Second Reading Phone Number 257-8880
Third Reading FOR AGENDA OF Oct 7, 2009
Public Hearing
Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s)Approval
Lake Chaplain None Agreement Legal
North of Sultan
Amount Budgeted N/A
Expenditure Required Account Number(s):
Budget Remaining
Additional Required
DETAILED SUMMARY STATEMENT:
This off-license agreement between Washington State Department of Fish&Wildlife, the District, and the
City establishes the City's obligations for wildlife habitat management on its forest lands called the Lake
Chaplain Tract.
The term of this agreement is 50 years with a process of renewability by consent of all parties. It also
establishes the support of the parties for keeping the Lake Chaplain Tract out of the project boundary in the
new license; and, therefore outside of Federal Energy Regulatory Commission(FERC)jurisdiction.
The management obligations under this Agreement will result in a loss of timber harvest revenue over 50
years of approximately$1 million in present value. This averages out to be about$40,000 per year.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to sign the Lake Chaplain Tract Land Management Off-License Agreement
substantially in the form provided.
29
